Delivery Manager - SC Cleared

This is a five-month contract, initially to March 2027, for an SC Cleared Senior Delivery Manager in Cardiff, working on a hybrid basis. You will take ownership of delivering client projects end to end, on time, on budget and to scope, leading multidisciplinary teams of developers, BAs, designers and testers. The role involves managing budgets, forecasts, risks and dependencies across several projects, building strong relationships with public sector clients and handling difficult conversations, and contributing to bids, tenders, statements of work and client pitches. You will also help shape how the business delivers. The rate is £300–£350 per day, outside IR35, starting 9 November 2026.

We're working exclusively with a fast growing Cardiff consultancy.

They need an SC Cleared Senior Delivery Manager to take ownership of delivering client projects, lead the delivery teams and help win new work. It's fast paced and varied, a senior role with real influence as the business grows.

What you'll be doing

• Owning delivery of client projects end to end, on time, on budget and to scope
• Leading multidisciplinary teams of developers, BAs, designers and testers
• Managing budgets, forecasts, risks and dependencies across several projects
• Building strong relationships with public sector clients and handling the tricky conversations
• Contributing to bids, tenders, statements of work and client pitches
• Helping improve and shape how the business delivers

What you'll need

• 5+ years delivering software development projects as a Delivery, Programme or Project Manager
• Public sector delivery experience. Ideally with local government, education, the NHS or central government
• Strong financial control, including budgeting, forecasting and resource management
• Experience leading technical teams in Agile and waterfall environments
• Confidence managing senior stakeholders and juggling more than one project
• Experience contributing to bids or SoWs

Nice to have: PRINCE2, MSP, PMP, Scrum or similar, GDS knowledge, and some understanding of AI, as it's coming up more and more with clients.
