Job Description
Position: Regional Engineering Manager
Location: London or Essex, office based - travelling within the UK occasionally and occasional home working.

Our Client: Is an integrated design and build solution provider operating in the water sector. They have over 1,400 staff working across eight regional centres, primarily supporting eight long term water sector frameworks operating both on their own and increasingly in joint ventures and alliances.
The Framework: It will add specialist major-project capability alongside Anglian Water's established delivery partners. It will support complex civil engineering, process, mechanical and electrical work and enable delivery teams to collaborate from an early stage in project development. The total value is -750m which will be delivered in 3 batches of -250m. It will include more than -400m of major coastal water improvement projects, alongside further investment to strengthen water resilience and create the infrastructure needed for new homes and businesses.
The Role: Reports directly to the Divisional Engineering Lead and you will provide visible, accountable leadership for engineering across a portfolio of work, setting strategic direction, professional standards and measurable delivery outcomes in accordance with the established framework strategy. The role leads design development from feasibility through to handover, integrates client, project and discipline teams, and ensures safe, compliant and commercially effective delivery. It also provides the authority to challenge existing approaches, resolve ambiguity and drive improvement and innovation across framework performance, stakeholder engagement and third-party interfaces.
Responsibilities:
Leadership, organisation and accountability
Lead engineering management across the assigned framework and set and lead a clear engineering strategy.
Define the engineering organisation, single points of accountability and a published Responsibility Assignment Matrix.
Produce affordable solutions to meet client requirements.
Promote innovative solutions within delivery ensuring appropriate technical and commercial review and sign off as required.
Liaise with other engineering leads across the business and JV partner.
Resource planning and delivery resilience
Coordinate resource demand with the Divisional Engineering Manager, deployment, workload visibility and delivery priorities with project and discipline leads.
Maintain a 12-month resource plan covering ramp-up curves, key personnel, succession, contingency, supply chain requirements and regional capacity.
Monthly engineering financial reporting in line with framework and wider business requirements.
Governance, risk and performance
Monitor engineering cost, programme, quality, risk and governance performance, escalating issues early and linking cost, carbon and programme reporting.
Establish decision-making routes, delegated authority, technical-risk ownership and alignment with Anglian Water governance.
Client integration and stakeholder management
Represent Engineering at Framework Leadership Meetings and maintain effective Anglian Water, operational and third-party interfaces.
Ensure joint design reviews, risk workshops, planning sessions and asset-data requirements are agreed and managed through connected platforms.
Technical excellence and continuous improvement
Ensure technical excellence, quality control and compliance across all projects through the governed business management system.
Manage lessons learned, framework-wide improvements, innovation pipeline, benefits tracking and agreed derogations.
Able to operate confidently with framework leaders, senior client representatives and industry stakeholders, acting as the engineering account lead and trusted adviser on strategic technical issues. Lead across teams, disciplines and locations; negotiate at senior level; mentor local leaders; and strengthen the organisation's regional reputation and influence.
Experience: Engineering professional with substantial leadership, client, commercial and multi-team delivery experience.
Experience managing geographically dispersed engineering teams across multidisciplinary water and wastewater design-and-build schemes.
Delivery-driven leader able to set targets, manage budgets and motivate design teams to achieve time, cost and quality objectives.
Strong planning, coordination, stakeholder-management and project-control capability.
Expert knowledge gained as an Engineering Manager, Design Manager or technically focused Operational Manager on design-and-build projects.
Able to provide calm direction, improve consistency and support teams through delivery pressure.
Chartered status, or equivalent professional standing.
